What are the regulations for practising media activities in Oman?

Muscat: The latest edition of the Official Gazette (Issue 1132) has outlined new regulations governing the use of social media platforms for media activities, specifying requirements for licensing and compliance by individuals and institutions.
According to Article (89), applicants seeking a licence to engage in media activities via social media must meet a set of conditions. These include being an Omani national, possessing full legal capacity, and providing details of the social media platform through which the activity is conducted. The application must also include account information, follower count, and any additional data requested by the Ministry.
Article (90) further stipulates that a comprehensive description of the account must be submitted, including details of the type of media content. Applicants are required to attach a copy of their identity card, proof of address and qualifications, as well as a criminal status certificate confirming no prior convictions for crimes of dishonour or breach of trust. The Ministry reserves the right to request further documentation.
Dr. Abdullah bin Nasser Al Harrasi, Minister of Information, stressed that the issuance of the executive regulations of the Media Law represents a pivotal step in the development of Omani media and the implementation of Royal Decree No. (58/2024) to embody the Sultanate of Oman’s vision for a modern media sector that keeps pace with global changes and reflects the national identity.
He said in a press statement that the regulations came in response to the rapid transformations in the media landscape, particularly in the digital space and social media platforms, by establishing clear rules that allow for creativity and open up broader investment opportunities, while simultaneously preserving values and promoting accountability.
The minister said that the regulations emphasize professionalism and transparency, provide an encouraging environment for the growth, development, and competitiveness of media institutions, and open up broader horizons for Omani youth in content creation and media production. They also play a role in protecting intellectual property rights and enhancing trust between the media and the public.
He emphasized that the regulations embody a balance between freedom of expression, commitment to responsibility and professionalism, and openness to the world while preserving national identity. He also emphasized that the next phase will witness a more prominent and effective Omani media at the regional and international levels.
The executive regulations include 144 articles that regulate all aspects related to media activities and media professionals in the Sultanate of Oman.
They specify the controls for importing printed materials or artistic works, the circumstances in which a license from the Ministry of Information is required, and those in which a license from the Ministry is not required, and specify the licensing procedures for practicing media activities and the controls that govern licensees in practicing media activities.
