TOKYO - Japan's weather bureau said on Tuesday that there was a 60% chance that the La Nina phenomenon would not occur and normal weather patterns would continue towards the Northern Hemisphere winter.
A La Nina weather event is characterised by unusually cold ocean temperatures in the equatorial Pacific Ocean region and is also linked to floods and drought.
