New decision to establish Oman Centre for Zero Neutrality

Muscat: The Ministry of Energy and Minerals (MEM) has issued a decision 2024/35 to establish the Oman Centre for Zero Neutrality (OCZN)

The competencies of the Oman Center for Zero Neutrality (OCZN) will include preparing and updating the national plan for the transition to zero neutrality in coordination with the relevant authorities and approving the necessary executive programs and plans across various sectors.

It will include following up on the implementation of projects and initiatives that support the achievement of the goals of the national plan for the organized transition to zero neutrality in cooperation with the relevant authorities and institutions and working to address challenges and submit periodic reports on them.

OZCN will provide support and advice to relevant entities and institutions to achieve the objectives of carbon neutrality, especially in reducing carbon emissions and increasing the efficiency of energy use.

It will monitor and adopt the latest global practices, technologies, and innovations, and work to transfer and localize them in the Sultanate of Oman, apart from preparing and updating the national plan to raise energy efficiency, following up on its implementation in various sectors, evaluating energy consumption levels in approved projects, proposing the necessary updates in coordination with the relevant authorities, and submitting periodic reports on them.

It will enhance scientific research, studies, and innovation, develop national competencies in the fields of zero neutrality and energy efficiency, and increase awareness among individuals and institutions in line with the strategic objectives of zero neutrality and energy efficiency.

The center will be responsible for managing carbon, hydrogen, and low-carbon product certificate applications, starting from review and auditing, and up to issuance and coordination with the Ministry of Finance and the Environment Authority before issuing and approving them.

It will approve and defer requests for trading carbon certificates locally and coordinate this internationally after the approval of the Ministry of Finance and the Environment Authority, under the current framework for carbon credit.

OZCN will manage all procedures for inventorying and updating carbon emissions from their various sources and storing them in a dedicated platform for this purpose, and deferring and facilitating access to the data stored in the platform for employees of the Environment Authority and relevant parties, each according to his specialization and level of authority, while maintaining The confidentiality and accuracy of the stored data.

It will carry out any other tasks assigned to the center by the supervisory committee, within the scope of its jurisdiction.
