MUSCAT: The Council of Oman, with its two chambers, the State Council and the Majlis Ash’shura, is a key partner in the process of development and growth witnessed by the Sultanate of Oman. Its principles and working mechanisms are derived from the Basic Law of the State and the Law of the Council of Oman based on clearly-defined powers held by both councils.

Throughout the first session of the eighth term, the State Council held five meetings during which the draft state budget 2024 and a number of draft laws were discussed. This is in addition to a number of topics related to the work of the State Council including the responses of the Council of Ministers to the studies and proposals submitted by the State Council during the past period including the draft law on the protection of bank deposits, the draft law on regulating trade in wildlife and the draft media law.

The State Council held a joint session with Majlis Ash’shura during which the disputed articles of the draft laws referred by the government were discussed. The Council Office also held 5 meetings during which it reviewed 41 topics that varied between the Council’s work submitted by the standing committees, the Council of Ministers’ responses to some topics referred by the State Council and the reports and proposals submitted by the Council members.



During its meetings for the first session, the State Council’s Office formed three ad hoc committees namely the special committee to study the contents of the Royal Speech at the opening of the first session of the eighth term of the Council of Oman, the special committee to study mechanism for diversifying sources of income, and the special committee to study the role of plant breeds in strengthening the local economy.

The number of meetings of the Council's permanent committees for the eighth term amounted to 58 main meetings and 46 meetings of the subcommittees formed by the Council's permanent committees.

During the eighth period of the first session, the State Council hosted a number of officials and specialists who explained the roles, plans and programmes of the institutions they are in charge of. The State Council also hosted the Oman Vision 2040 Implementation Follow-up Unit, the Ministry of Finance, and the Oman Investment Authority.

The Majlis Ash’shura held 12 regular sessions during its first annual session of the tenth term. These included 4 sessions dedicated to discussing ministerial statements. The first annual session saw the delivery of 4 ministerial statements, review of 9 draft laws and discussion on 12 draft agreements referred by the government. — ONA
