New initiative to streamline cargo flows in SEZs and free zones of Oman

 
MUSCAT: A workshop organised by the Public Authority for Special Economic Zones and Free Zones (OPAZ) focused on reviewing the results of an advisory study for the project aimed at establishing a system to track the movement of goods, shipments, and customs clearance procedures in special economic zones, free zones, and industrial cities across the Sultanate of Oman. The primary objective of this study is to implement advanced digital solutions and streamlined processes that enhance the management of goods movement and customs clearance in line with international best practices and globally applicable operational standards.

The workshop was attended by Eng Ahmed bin Hassan al Dheeb, Vice President - OPAZ, along with representatives from the Royal Oman Police Customs, Ministry of Transport, Communications, and Information Technology, and other officials responsible for areas under the Authority's supervision. During the workshop, the existing procedures for managing goods and shipments, as well as the proposed modern procedures outlined in the advisory results of the freight management and customs procedures project, were examined. The evaluation included an assessment of the associated challenges and the formulation of solutions aimed at improving the efficiency of goods movement between ports, customs zones, and areas overseen by the Authority. The ultimate goal is to reduce financial and administrative burdens associated with conventional methods, regulate the customs movement of goods within Oman, establish a comprehensive database for monitoring trade volume, and implement other effective solutions.

This advisory study was conducted by the Authority in collaboration with Crimson Logic to document existing procedures for goods management and shipping and re-engineer them. The approach emphasizes compliance with established procedures, integration with national digital platforms, and optimizing their utility. The study's implementation stages involved site visits, coordination meetings with relevant authorities, including ROP Customs, an assessment of customs procedures, and a review of related regulations within various regions and other relevant entities. The Authority is committed to finalizing the project's requirements in collaboration with the concerned authorities.
