Public Policy and Strategic Planning Programme concludes

The Public Policy and Strategic Planning Programme concluded on Wednesday with groundbreaking initiatives aimed at equipping national leaders with the necessary skills to devise, formulate and implement effective public policies and strategic plans, thereby enhancing the Sultanate of Oman's competitiveness on the global stage.

The programme came to a successful close under the auspices of Shaikh Al Fadhl bin Mohammed al Harthy, Secretary-General of the Council of Ministries. The event consisted of two distinct pathways, catering to senior government officials in the managerial apparatus.

Dr Ali bin Qassim al Lawati, Chairman of the Royal Academy of Management, shed light on the programme's objectives, emphasising its alignment with the directives of His Majesty Sultan Haitham bin Tarik. The aim was to enable national leaders to develop robust public policies and strategic plans to bolster Oman's economy, foster innovation and pave the way for a future-ready managerial apparatus.

Participants gained valuable insights into global trends and the latest strategic thinking and planning developments. By equipping themselves with the tools necessary for policy formulation and implementation, they now possess the skills to adopt a rigorous, scientific approach in the creation of public policies.

Additionally, the programme offered participants the opportunity to analyse and develop strategies that align with public policy objectives and effectively translate national strategies into actionable plans.

One of the highlights of the programme was the inclusion of several field visits, enabling participants to observe and learn from the best international practices in formulating and implementing public policies and strategic planning. These visits also facilitated the design of projects and mechanisms to overcome various challenges.

The first pathway of the programme catered to 24 participants, including under-secretaries and their counterparts in the government sector. This pathway centred around exploring global and regional developments in strategic thinking and planning and formulating and developing public policies. Participants were exposed to best practices in policy review and engaged in a workshop on future thinking and foresight. Additionally, they delved into Oman's competitiveness and strategies to foster a culture of collaboration across ministries to achieve the objectives outlined in Oman Vision 2040.

The second pathway targeted 34 participants, comprising director-generals and their equivalents from the government sector. This pathway comprised nine executive learning units, which focused on modern global trends in public policy formulation and the challenges associated with its implementation. Participants delved into translating strategic plans into operational ones while also analysing competitiveness indicators. Furthermore, an educational field visit to Singapore provided an opportunity to present applied projects.

The programme was implemented through a valuable partnership between the Royal Academy of Management, the Civil Service College, the Central Learning Institution for Singapore Public Service, the Lee Kuan Yew School of Public Policy, which is affiliated with the National University of Singapore (Asia's top university), and the prestigious International Institute for Management Development Switzerland, which is renowned for its expertise in economics and management.
