Shura debates draft social protection law

MUSCAT: Majlis Ash’shura discussed the draft Social Protection Law referred by the government as a matter of urgency, on Monday.
The council held an ordinary session under the chairmanship of Khalid bin Hilal al Maawali.
The council stated that the draft social protection law included many provisions explaining the most important justifications that prompted the design of the social protection system. It said that the new law takes into account the challenges facing the retirement programmes and the current social security system that need to be developed to benefit from best international practices in this aspect.
The chairman of Majlis Ash’shura underscored the importance of unifying efforts and directing capabilities to achieve the public interest, voicing his hope for the presentation of visions and proposals that are compatible with national goals during the discussion of the draft law.
The draft law contains seven chapters the first of which provides definitions and general provisions while the second chapter deals with the branches of social protection benefits namely benefit of the elderly, benefit of people with disabilities, the benefit of orphans and widows, childhood benefit and the benefit of family income support.
The third chapter deals with the branches of social insurance namely: the elderly, disability and death insurance, a programme that will substitute the existing retirement programme, the work injury and occupational disease insurance, job security insurance, the sick leave and uncommon leave insurance and maternity leave insurance.
The fourth chapter deals with the saving system, the fifth chapter deals with supplementary programmes, the sixth chapter deals with administrative fines and penalties and the seventh chapter deals with transitional provisions.
The session reviewed the report of the team formed by the council’s standing committees which included many observations and proposals on the amendment of some articles of the law. The session listened to opinions and proposals made by Their Excellencies on the items of the draft law.
