New guidelines for private surveys, polls in Oman

MUSCAT: The National Center for Statistics and Information on Sunday issued Resolution No (9/2023) issuing the executive regulations of the Statistics and Information Law.
The decision was based on the system of the National Center for Statistics and Information issued by Royal Decree No (40/2014), the Statistics and Information Law issued by Royal Decree No (55/2019), and the executive regulations of the Statistical Law issued by Royal Decree No (29/2001) issued by Ministerial Resolution No (7 / 2004), and to the approval of the Ministry of Finance, and as required by the public interest.
Dr Khalifa bin Abdullah al Barwani, CEO of the National Center for Statistics and Information, explained that the preparation of the centre, in cooperation with the relevant authorities, for the executive regulations of the Statistics and Information Law issued by Royal Decree No (55/2019), came as a translation and implementation of the articles included in the law, to organise statistical work in Sultanate of Oman.
He also indicated that the regulation specified the controls for conducting statistical activities and their scope, and the availability of data and information, and dealt with administrative records at government agencies and controls for violations and penalties.
He also added that the regulation codified the methods of practicing statistical activity for all spectrums. Both governmental and private institutions, academics, scholars, and researchers, and clarified the necessary practices for that, indicating that the regulation made it easier for researchers and academics to carry out statistical activity without obtaining a permit, and it was satisfied with the centre’s approval to implement it.
In order to organise the data collection process and provide it in a scientifically correct manner; the regulation authorised the centre to provide special statistical services for certain financial fees, including: providing unpublished data and information, and providing statistical advisory services, including designing an action plan to carry out a statistical activity, and reviewing or preparing part of the statistical activity such as: developing a methodology, designing a sample, and drawing a sample designing or reviewing a questionnaire, processing or analysing data, in addition to carrying out a statistical activity or part thereof, preparing a study or report, conducting a survey or executing a survey, as well as providing statistical training programmes or any other statistical services within the scope of the centre's work.
