MUSCAT: A number of specialists and citizens commended the efforts taken by the Ministry of Interior in the municipal council elections and its keenness on the utilisation of the advanced technology in the electoral process.

Specialists affirmed that Intakhib mobile application would ensure the participation of a large number of eligible voters.

The app, they said, will enable citizens to vote at times of their choosing on December 18 for Omanis residing abroad and December 25 for citizens inside the Sultanate of Oman.

They expressed their optimism over the technological developments that were introduced in the electoral process in line with the decentralisation and the transfer of decision-making to the governorates in accordance with the Oman Vision 2040 in a bid to improve development and services in the governorates.

Shaikh Mansoor bin Harith al Amri, State Council member, said that the System of Governorates enhances the role of the municipal councils.

He added that the governorates system which was approved by the government is considered a quantum leap as it boosts comprehensive development and augments the role of the governorates including that of the government institutions, the municipal councils and the assisting committees.

The citizens are hopeful that the official system will simplify the electoral procedures.

The voters should choose the suitable candidates who are able to carry out their duties under the renewed Renaissance led by His Majesty Sultan Haitham bin Tarik.

Dr Ali bin Said al Riyami, Head of History Department at the College of Arts and Social Sciences, said that the upcoming period requires more efforts to confirm the role of the municipal councils as a key partner in achieving sustainable development on the level of governorates and wilayats especially after a decade has passed since the establishment of the municipal councils.

The municipal councils are expected to be more powerful during the third term after the introduction of the decentralisation system, a strategic trend of Oman Vision 2040 for the development of governorates and sustainable cities.

Amal bint Khalfan al Yahiyaiyah, lawyer, said that the System of Governorates achieves the aspirations of the citizens because it is keeping pace with modern administration, i.e the adoption of decentralisation which enables the inflow of information from the lower to the upper level and allows for what is known as comprehensive quality management while expedites decision-taking.

Besides, the System of Governorates emphasises the role of the governors in developing the governorates’ resources.

Ali bin Rashid al Matani, writer, said that the newly introduced System of Governorates aims at fostering decentralisation in decision-taking particularly the decisions that boost investments and economic growth through benefiting from the advantages granted to each governorate.

Shahm bin Rashid al Shahoumi, former member of Majlis Ash’shura, said that the municipal councils aim to reduce centralisation in decision-taking in the governorates.

The Royal Decree 36/2022 which detached the System of Governorates and the local administration represented a milestone and the beginning of a new administration and municipal work. Consequently, the governors have acquired new powers that enable them to manage their governorates more effectively.

Ismail bin Shihab al Balushi said that the System of Governorates will prove successful due to the ambitions of the officials in charge. The election of the members of the municipal councils should be based on the public interest.

The aim of the System of the Governorates is to achieve positive results in municipal work.

Salma bint Naseeb al Farsiyah said that the upcoming period requires the voters to choose the suitable candidates who are able to meet the challenges associated with the development of the governorates.
