State Council meeting approves draft of Internal Regulations

The State Council on Tuesday approved the draft of Internal Regulations following extensive discussion at its fourth session, chaired by Dr Yahya bin Mahfoudh al Mantheri, Chairman of the Council.


The chairman of the council in his speech explained the importance of the internal regulation in charting the legislative and supervisory powers of the council and defining the mechanisms for the functioning of its various units. He said the need to review the council’s current Internal Regulations is owing to the developments in the past years, which necessitates review for amendment as per the current circumstances and meet the requirements of the future phase.


The Legal Committee reviewed the regulations, and the chairman added that the committee had exerted efforts almost over the past two years, resulting in the preparation of the draft regulations.


Subsequently, the Head of the Legal Committee, Abdul Qadir bin Salim al Dhahab, Head of the Committee, explained that the committee had proposed the preparation of the Internal Regulations of the council,


in light of the amendments made to the Statute of the State under the


Royal Decree No (99/2011) concerning the legislative and regulatory powers granted to the Council of Oman to give effect to the directions of His Majesty the Sultan and expressed in accordance with the Royal Decree No 39/2011, which paved the way for the beginning of a new period of parliamentary work in the Sultanate.


Abdul Qadir bin Salim al Dhahab mentioned that the committee had based its request for the preparation of the draft regulations on Article 58 bis (25) of the Basic Law of the State.


This had made it mandatory for both the State Council and the Majlis Ash’shura, in the context of their rules of procedure governing their operation and their committees.


He noted that the committee, in the process of preparing the draft regulations, had become aware of the bylaws and internal working of counterparts having dual councils as well as the regulations of those who adopt the single council system. The committee had appended the comments of the Bureau of the Council and the Heads of the Committees on the draft regulation.


Following this, the council also endorsed the proposal made by the Committee of Culture, Information and Tourism on the ‘role of Omani drama in society-theatre as a model’ for study during the current period.


The committee presented numerous justifications for choosing to study the proposal, including the need to activate the role of the Omani drama and the theatre in the community.


It included the need to review the role of the theatre with respect to the present Omani cultural scenario, the importance of activating the role of drama and guidance to counteract negative factors and objectionable behaviours that appear in the community especially among the youth.


The study aims at identifying Omani drama, especially the theatre, and the difficulties surrounding it, which limit its mobility and development, and propose appropriate solutions to overcome them.


The session also approved the minutes of the third regular session of the sixth period along with the report of the General Secretariat based on the council’s activities and its various units for the period between the third regular session and the present one.
