MUSCAT: The Ministry of Manpower and Information Technology Authority (ITA) on Monday signed RO 3.755 million worth contract with Nortal for the development of work licences system for two years with additional three years for the technical follow up and maintenance.

The agreement was signed by Sheikh Abdullah bin Nasser al Bakri, Minister of Manpower, Dr Salim bin Sultan al Ruzaiqi, CEO of ITA and Priit Alamäe, CEO of Nortal of Estonia, the contractor for the project.

The project aims at developing an integrated framework that uses the best information technology and tools to regularise the labour market in the Sultanate.

The project is inspired from the successful experiences in developing the national development needs, increasing global competitiveness indicators, meeting the needs of economic growth and labour market and achieving the national development goals.

The aims of the project will be realised by developing manpower management policies and procedures in a way that can ensure efficient and effective regularisation of the labour market.

The Minister of Manpower said that the agreement complements the e-government initiative implemented by the ministry and other ministries and public organisations to turn e-government into reality. He pointed out that the project crowns the efforts done earlier with ITA.

A consultancy study has been earlier conducted by IDA of Singapore which presented the Singaporean experience.

The company also evaluated the current status of the services and executive procedures of the Ministry of Manpower.

Based on the outcomes of this study, the technical specifications and terms of a tender were developed. A number of companies have submitted their bids to implement this tender and the contract was awarded to Nortal of Estonia.
