New regulations for building permits

MUSCAT: Ahmed bin Abdullah al Shuhi, Minister of Regional Municipalities and Water Resources, has issued a ministerial decision amending some provisions of construction regulations. According to the decision, a major building permit will be valid for two years and a minor building permit will be valid for one year from the date of issue of the permit which can be renewed for the same period, after paying the fee, in case the construction has not been completed or new extensions have been added provided that the municipal authority sees no reasons for renewing the permit, however, if such reasons exist the stakeholder will be notified in writing.


As per the new regulations, permits for building on sea may be obtained following an approval from the Ministry of Housing or the Supreme Council for Planning. Construction specifications for residential-commercial land plots include the internal height of the ground floor should be 4 metres minimum and 4.8 metres maximum. As far as other floors are concerned in case that they are used as offices or residential rooms, the height should be 3.4 metres maximum and 2.8 metres minimum. In the case of building additional floors on the roof, the floors should not be on the main facade of the building. For the residential, commercial and tourism buildings that have three stories or less, the additional facilities should be 50 per cent of the roof space, but can be exceeded to 80 per cent.
