MoHE bags European award

Muscat, Feb 5 - The Ministry of Higher Education (MoHE) has become the first government institution in the Sultanate to receive the European Institutional Excellence Award. MoHE received this honour with support from the Institute of Total Quality Management (ITQM) in Zurich, which trained teams and followed up on project implementation.


This achievement is a result of support received from Dr Rawya bint Saud al Busaidiyah, Minister of Higher Education, and Dr Abdullah al Sarmi, Under-Secretary of the Ministry (Projects), who participated in the second phase of evaluation.


Ten development projects were evaluated. They are: activation and development of e-service for students and graduates of colleges of applied sciences, managing the applications of students of internal scholarships received by scholarships committee, developing the mechanism for granting permits to applicants, and enhancing the process of preparing the quarterly budget reports for colleges of applied sciences.


Other projects are: improving process of auditing students’ expenses for internal scholarships, developing the data request process in the Alumni Survey System, simplifying the equivalency procedures for those studying at the ministry’s expense, reviewing/ developing the process of payment of dues in the Internal scholarships Accounts Section, management of documents related to transactions of Accounts Department, and provision of e-services for students of the Omani Programme for Cultural and Scientific Cooperation.


The ministry has adopted implementation of the project of institutional excellence as per European model in cooperation with the European Foundation for Quality Management (EFQM).


This effort helps MoHE meet challenges faced by its administrative and technical systems and identify strengths and weaknesses in its administrative systems.


This can be accomplished by analysing the problem, understanding the relationship between cause and effect in the management system of the ministry, and to identify sustainable solutions for change and development.


In the first phase, the Ministry, represented by three directorates, was recognised in June 2017 by EFQM in the category, ‘Commitment to Excellence’ for the implementation of six projects.


The projects are: preparing a policy of procedures for altering requests on e-systems, developing technical support services, enhancing students’ complaints procedures, developing licensing procedures for academic programmes, developing the main performance indicators for admission and registration, and development of a questionnaire to measure levels of satisfaction of staff with the work environment.
