MUSCAT: Majlis Ash’shura referred the Media and Culture Committee report on the draft Cultural Heritage Law to the State Council after being approved by the Majlis. During its 8th ordinary session of the second annual sitting held under the chairmanship of Shaikh Khalid bin Hilal al Maawali, Majlis Ash’shura Chairman, it discussed a report prepared by the joint committee of the State Council and Majlis Ash’shura on the points of disagreement between the two councils regarding the draft Veterinary Products Law, referred by the Council of Ministers.

Majlis Ash’shura has approved all articles of disagreement excluding Article 35 which provides for double punishment of jail and fine after a majority of 53 members voted in favour of maintaining the council’s previous decision regarding the aforementioned article. The report was read out by Hilal bin Said al Yahai, Head of Food and Water Security Committee.

Out of the total 25 articles of disagreement, only five articles were discussed by Majlis Ash’shura during its Wednesday’s session.

The council decided to put off discussion on Article 35 for Thursday’s session.

The council also discussed the report prepared by the ad-hoc committee for redressing the social impact of economic crisis with regard to revising fuel prices.

The report was read by Hilal bin Hamad al Sarmi, who noted that the committee, through its study, sought to identify the impact of fuel prices on various society segments and find a mechanism for supporting social security families and low-income people who have affected by the revised fuel prices. Following an elaborate discussion among the members who presented numerous proposals for alleviating citizens suffering, voting on the committee’s report and recommendations was postponed to today’s session.

During the session, the council ratified the report of the Culture and Media Committee on draft Cultural Heritage Law after the members expressed their observations on all 85 articles of the law.

The report was read by Hamouda bin Mohammed al Harsousi, head of the committee.

The council discussed the Council of Ministers’ reply on the draft law for supporting small and medium enterprises and the draft amendments for some provisions of the Marine Fishing and Protection of Living Aquatic Resources.

The members were briefed about the two uniform agreements on value added tax (VAT) and selective tax for Gulf Cooperation Council (GCC) states.

Additionally, the council reviewed the 2015 report of the State Financial and Administrative Audit Institution and a summary of the ninth five-year development plan (2016-2020).
