EoI for 100MW Amin Solar PV project extended

MUSCAT, FEB 4 - The deadline for the submission of Expressions of Interest (EoI) for a landmark 100 MW utility scale solar PV plant planned by Petroleum Development Oman (PDO) at Amin in southern Oman has been extended to February 14, 2018, the majority-state-owned oil and gas producer announced at the weekend. The project signals a stronger push towards renewable energy development as the PDO prepares to embrace a future that goes beyond its current focus on oil and gas as its core business. The successful bidder will be selected on the merits of its financial offer based on the proposed tariff and full underwritten finance for the project. The selected developer will be granted a concession to develop and operate the solar plant for the duration of the Power Purchase Agreement (PPA), expected to span 23 year. Further, as the sole off-taker, PDO will buy all electricity generated from the project.


“The project includes the design, construction, ownership, financing, operation and maintenance of an independent solar power plant having a nominal capacity of 100 MW Peak AC under a Build, Own Operate “BOOT” and Transfer framework,” the company said in an overview on the project. “Subject to being able to satisfy the Minimum Functional Specification (MFS), bidders will be free to design and select equipment as they see fit. The Project will be the subject of a competitive tender and a contractual framework substantially similar to that used in previous IPPs and independent power procured in recent years in the Sultanate of Oman, and in line with international best practice,” it added. An award is expected to be announced in June this year.
