Competency programme to promote change in work culture

MUSCAT: His Highness Sayyid Shihab bin Tareq al Said, Adviser to His Majesty the Sultan, presided over the conclusion of the second version of Government Competency Programme at Sheraton Hotel on Sunday. The programme is implemented by the Ministry of Civil Service, in cooperation with the Institute of Public Administration (IPA) and Kafa’ah Company for Human Resources Development. Speaking on the occasion, HH Sayyid Shihab said that the programme is one of the important ones to enhance competency of leaders in public and other organisations.


He said that the Sultanate needs such competencies to develop management, leadership and innovation and create human resources which can take over leadership and management roles in public and private sector organisations. He stressed the need to continue such programmes. “This qualitative and specialised programme is one of the international programmes in the field of developing administrative leadership,” said Shaikh Khalid bin Omar al Marhoon, Minister of Civil Service. He said that the theme of the programme covered practical skills and creative talents that should be possessed by people in seniors posts.


Shaikh Al Marhoon made a presentation on the areas related to enhancing practical efficiency and promoting governmental work system. He highlighted the prerogatives of the Ministry of Civil Service including approving organisational structures of government institutions, as well as development during the past four decades. Forty-two directors-general, assistant directors-general and their equivalent took part in the second version of the programme. A number of elite speakers from the Middle East and the Arab region, in addition to under-secretaries and CEOs from public organisations and companies covered the main themes of the programme.


The programme aims at developing leading personalities who can promote change by providing them with skills related to understanding governmental work, development in government organisations, management and the best international practices in transforming government sector into an active and dynamic one. It is also aimed at improving top management skills and knowledge by improving certain competencies, such as strategic, social and economic planning, performance assessment and management, project management, leading change, leading work teams and communication.


Participants managed to acquire more skills on adopting institutional vision and development, promoting innovating, ensuring effective leadership of work teams, building relation and continuous learning from the different available sources of information. HH Sayyid Shihab honoured the participants of the programme and wished them success. — ONA
