Olympic silver medallists Belgium edged out former champions Netherlands 3-2 in the penalty shoot-out to win the World Cup hockey title in Bhubaneswar, India on Sunday. At the regulation time, the teams were locked goalless. Belgium converted three from their six penalties, while Netherlands could manage only two goals.
