ROP clarifies on fine waivers for overstaying expats

Muscat: The Royal Oman Police (ROP) has clarified on social media about the exemption of fines or legal proceedings for undocumented labourers and visitors who are staying in the Sultanate of Oman even after the expiry of their visa validity.


The Ministry of Labour (MoL) had earlier announced to streamline the labour market, fines have been exempted, and legal proceedings waived for those whose visa has expired or those who are staying in the country even after their resident validity got over to help them leave the country. However, this facility does not apply to those who have been involved in any criminal activity.


According to the MoL, this facility is instituted for illegal workers whose residency permits have expired and want to leave the Sultanate. They can apply through the Ministry's website and follow the steps mentioned and they would receive a notification from the Ministry in a week or so about their free exit. All they have to do is bring an airline ticket to their home country.


Speaking to the Observer, an official from the ROP said that free exit of illegal immigrants from Oman is possible, provided they were not involved in any criminal offence and their exit would be in accordance with the conditions of the Ministry of Labour.


“The Royal Oman Police (ROP) has followed with interest the reports circulating about exemption from fines and financial obligations imposed on individuals and employers. It clarifies that the exemption includes the specific cases referred to in the Ministry of Labour's announcement regarding correcting conditions and settling fines and financial obligations imposed on individuals and employers,” she said.


1. The exemption can be applied to two primary categories: Foreigners wishing to correct their conditions by renewing their residency or transferring their services within the Sultanate of Oman will be exempted from all fines resulting from the expiration of their visa and residence card, for work residency holders, after verifying that their conditions have been corrected at the Ministry of Labor.


2. Foreigners wishing to leave the Sultanate of Oman permanently will be exempted from all fines resulting from the expiration of all types of visas not linked to work.


The Royal Oman Police confirmed that it has harnessed all technical systems to facilitate the completion of transactions and urges various target groups to take advantage of the period for correcting conditions, which continues until Thursday, July 31, 2025.
