MUSCAT: The Ministry of Transport and Communications has issued Marine Personnel Regulation which will apply to all Omani ships excluding warships, state-owned ships used for non-commercial purposes, fishing ships, non-commercial yachts and traditional wooden boats. According to the regulation preference in the employment of ship crew should be given to nationals. Expatriates can be recruited only in case of unavailability of national sailors after providing evidence to the marine authority. The regulation states that the marine personnel are entitled to a minimum of 10 hours of rest in any 24 hour-period or 77 hours of rest in 7-day period. Companies should make sure that all ships have enough crew and that the personnel hold required certificates and have completed training.
