HM issues five Royal Decrees

MUSCAT: His Majesty Sultan Qaboos has issued five Royal Decrees as follows.


Royal Decree No 2/2018 establishes Competition Protection and Monopoly Prevention Centre and promulgates its system.


Article 1 of the Decree sets up the aforementioned centre and establishes its basic system.


The Competition Protection and Monopoly Prevention Centre will be established under the supervision of the Minister of Commerce and Industry and will be governed by the attached system.


Article 2 says that the centre should be a legal entity that enjoys financial and administrative autonomy.


Article 3 stipulates that the powers and prerogatives, allocations and assets of the Department of Competition Protection and Monopoly Prevention at the Public Authority for Consumer Protection shall be transferred to the Competition Protection and Monopoly Prevention Centre.


The employees of Department of Competition Protection and Monopoly Prevention should be transferred to the Competition Protection and Monopoly Prevention Centre with their current financial grades.


The functionality of execution of the said transfers shall be enforced in accordance with the mechanism to be agreed by the Minister of Commerce and Industry and the chairman of the Public Authority for Consumer Protection.


Article 4: The centre will be governed by the administrative and financial laws as well as the employees’ affairs laws of the state administrative apparatuses.


Article 5: The Chairman of the Board of Directors of the Competition Protection and Monopoly Prevention Centre shall issue the decisions and regulations required for implementing the provisions of this Decree and its attached system.


The existing rules and regulations will be in force until the regulations of the centre are issued.


Article 6 cancels all that contravenes this Decree or its attached system or contradicts with their provisions.


Article 7: The Decree shall be published in the official gazette and it shall take effect on its date of issue.


Royal Decree No 3/2018 establishes Media Training Centre and promulgates its system.


Article 1 states that a centre under the name Media Training Centre should be established and will be overseen by the Minister of Information.


It will be governed by the attached system (law). Article 2: The Chairman of the Board of Directors of the Media Training Centre shall issue the decisions and regulations required for implementing the provisions of the attached system.


Article 3 This Decree shall be published in the official gazette and it shall take effect on its date of issue.


Royal Decree 4/2018 declares the Flood Protection System project on Wadi Al Jifnain in the Wilayat of Seeb in Muscat Governorate as a public utility project.


Article 1 considers the aforesaid Flood Protection System project, as specified in the memo and diagram attached to this Decree, as a public utility project.


Article 2 stipulates that the departments concerned may expropriate, through direct implementation, the properties and lands necessary for the aforementioned project, along with all the installations therein, in accordance with provisions of the Public Utility Expropriation Law promulgated by Royal Decree No 64/78.


Article 3: This Decree shall be published in the official gazette and it shall take effect on its date of issue.


Royal Decree 5/2018 amends Royal Decree 3/2015 declaring the implementation of Phase 1 of the Railway track (Al Buraimi Governorate-Wilayat of Suhar) as a public utility project.


Article 1 states that the memo and diagram attached the aforementioned Decree 3/2015 shall be replaced by the memo and diagram attached to this Decree.


Article 2 cancels all that contravenes this Decree or its attached system or contradicts with its provisions.


Article 3: The Decree shall be published in the official Gazette and it shall take effect on its date of issue.


Royal Decree 6/2018 ratifies the relinquishment by MOL West Oman BV Company (Oman Branch) of 25 per cent of its rights and obligations in Block 66 to Hydrocarbon Finder in the oil agreement signed on September 9, 2013.


Article 1 ratifies the aforementioned relinquishment by MOL West Oman BV Company (Oman Branch) of its rights and obligations in Block 66 Hydrocarbon Finder E&P LLC.


Article 2: This Decree shall be published in the official gazette and it shall take effect on its date of issue.
