His Majesty’s Royal Decree puts electricity under oil ministry

Muscat: His Majesty Sultan Qaboos issued five Royal Decrees on Tuesday.


Royal Decree No 40/2018. Article (1) assigns to the Ministry of Oil and Gas the implementation of the state’s general policy on the energy sector.


Article (2) transfers to the Ministry of Oil and Gas all powers and prerogatives assigned/allocated to the Public Authority for Electricity and Water associated with the electricity sector as stated in the PAEW bylaw.


The Ministry of Oil and Gas will handle the electricity sector, which was assigned to the PAEW as stated in the law for the regulation and privatisation of the electricity and related water sector. (Promulgated under Royal Decree No 78/2004 and any other law)


Article (3) transfers to the Ministry of Oil and Gas all records, allocations and assets related to the electricity sector. It also transfers to the Ministry of Oil and Gas the electricity sector departments and employees, along with their existing job positions and grades. The transfer shall be implemented in accordance with the mechanism to be agreed by the Ministry of Oil and Gas and the chairman of the Public Authority for Electricity and Water (PAEW).


Article (4) cancels all that contradicts this decree or contravenes its provisions. Article (5) says that this decree shall be published in the Official Gazette and enforced on its date of issue.


Royal Decree No 41/2018 on amending Annex (1) of Royal Decree No 2/2008 on defining the prerogatives of the Ministry of Oil and Gas and approving its organisational structure.


His Majesty’s Royal Decree puts power under the Ministry of Oil and Gas.


Article (1) stipulates that Annex (1) attached to Royal Decree No 2/2008 shall be replaced with the Annex attached to this decree.


Article (2) cancels all that contradicts this decree or contravenes its provisions.


Article (3) says that this decree shall be published in the Official Gazette and takes effect on its date of issue.


Royal Decree No 42/2018 on the Public Authority for Electricity and Water.


Article (1) states that the name “Public Authority for Electricity and Water” shall be replaced with the name “Public Authority for Water” wherever stated in the laws and Royal Decrees in force.


Article (2) introduces the amendments attached (to this decree) to the above-mentioned Public Authority for Water.


Article (3) cancels all that contradicts the attached amendments or contravenes their provisions.


Article (4) says that this decree shall be published in the Official Gazette and enforced on the day following its date of publishing.


Royal Decree No 43/2018 on introducing amendments to some provisions of the law for the regulation and privatisation of the electricity and related water sector.


Article (1) states that the amendments attached (to this decree) shall be introduced to the law for the regulation and privatisation of the electricity and related water sector.


Article (2) cancels all that contradicts the attached amendments or contravenes their provisions.


Article (3) says that this decree shall be published in the Official Gazette and takes effect on the day following its date of publishing.


Royal Decree No 44/2018 on endorsing Makarim Gas Development LLC’s conceding 10 per cent of its rights and obligations stated in the revised petroleum agreement signed on November 8, 2016 for block No (61) to PC Oman Ventures LLC.


Article (1) ratifies Makarim Gas Development Company’s conceding 10 per cent of its rights and obligations in the revised petroleum agreement signed on November 8, 2016 for block No (61) to PC Oman Ventures Limited LLC provided that the final stakes for the agreement parties shall be as follows: 60 per cent for BP Exploration Epsilon Ltd.


30 per cent for Makarim Gas Development LLC.


10 per cent for PC Oman Ventures Limited LLC.


Article (2) says that this decree shall be published in the Official Gazette and enforced on its date of issue. — ONA
