Draft cultural heritage law approved

MUSCAT: The State Council during its session on Tuesday approved the draft cultural heritage law following intensive discussions. The draft law, transferred by the Council of Ministers received approval following the inputs from the report of the Committee of Culture, Information and Tourism on the draft law and the report of the Majlis Ash’shura.  The report of the Committee on Culture, Information and Tourism included the observations of the members, which accrued from the recommendations of the technical committee instituted for drafting. The session was chaired by Dr Yahya bin Mahfoudh al Mantheri, Chairman of the State Council.

Dr Ahmed bin Ali al Mashikhi, Head of the Committee of Culture, Information and Tourism, highlighted the importance and objectives of the law of preservation of tangible and intangible cultural heritage. He detailed the ways to develop organisation and management, promotion, and consistency as per global conventions, including the Unesco Convention for the Protection of the World Cultural and Natural Heritage (1972) and the 2003 convention for the safeguarding of the intangible cultural heritage. Additionally, he detailed the efforts made by the Committee regarding the draft law and pointed out that a technical team was tasked to study and prepare a report about it, which it later examined with the Legal Committee of the Council.

Elaborating on the draft law he said, “The Committee of Culture, Information and Tourism has considered the draft law from several angles, which affirms the importance of cultural heritage, which is an essential pillar of the Omani national identity and the foundation base of the building and development of the modernised nation.” Dr Ahmed thanked the Council Bureau and the heads of the committees on their feedback value, and noted the efforts exerted by the Committee members. He stated that the draft Protection of Cultural Heritage Act had been forwarded by the Council of Ministers to the Majlis Ash’shura, which was then reached the State Council, in accordance with the Article 37 of the Royal Decree No (99/2011).

He elaborated that they had observed and evaluated the amendments and the comments made by the Majlis Ash’shura pertaining to the articles of the draft law. He pointed out that the Committee agreed with the opinion of the Shura Council majorly, with a few exceptions in opinion relating to the nine articles and made several formal amendments in 15 articles, and merged two articles in the article one. He indicated that the overall observations made by the Bureau members were also incorporated in the draft Law.

Today’s session will discuss a proposal of the Committee of Education and Research on the “Review of duplication of programmes and disciplines in higher education institutions,” and discuss the proposal of the Economic Committee to amend the Economic Development Law promulgated by Royal Decree No (9/75).


It will also observe the report on the Council’s involvement in the second conference of Arab Parliament as well as note the cooperation programme between the Council and the Sultan Qaboos University, and the Secretariat’s report on the activities of the Council.
